Apply foundation and/or concealer as needed. Mat texture is preferred. 3. Accentuate your brows with a brow pencil or powder. Make sure to blend well. 4. Pick a mat burgundy lipstick and apply it with your index fingertip. Layer by layer to get that nonchalant stained look.
